CATS Spokesman Confirms Indictment Count Has Officially Surpassed Ridership

BATON ROUGE, LA – The Capital Area Transit System confirmed Wednesday that the number of former officials under indictment connected to the agency has officially exceeded the number of daily passengers, a milestone insiders described as “statistically inevitable.”

The update follows the latest indictment of Metro Councilman Cleve Dunn, who prosecutors say played a role in the long-running investigation surrounding CATS oversight, finances, and governance. Agency officials stressed the charges would have no impact on service, noting that service has remained largely theoretical for years.

According to internal estimates, CATS averages fewer than 20 riders per weekday across several routes, a figure officials say fluctuates based on weather, bus availability, and whether residents remember the system exists. By comparison, the growing list of indicted former board members, executives, consultants, and political overseers has become easier to track.

A CATS spokesperson said the agency does not currently adjust routes based on demand, ridership, or public need. “Our focus has always been consistency,” the spokesperson said. “And nothing has been more consistent than this investigation.”

Officials added that future indictments are expected and assured the public that the system remains committed to expanding accountability faster than transportation.
